CBFC Issues a Big Warning to Filmmakers, and Release Dates Won’t Save Them

The Central Board of Film Certification (CBFC) has issued a strong advisory to all producers and filmmakers. The message is clear: an announced release date will no longer get a film faster censor clearance.

The advisory, dated October 26 and signed by CBFC Chief Executive Officer Rajendra Singh, applies to everyone seeking certification under the Cinematograph Act, 1952, and the Cinematograph (Certification) Rules, 2024.

Here’s what the CBFC has laid down.

1. Only the Complete Final Version

Films submitted for certification must be in their final and complete form in every respect. That includes final titles, credits, subtitles, disclaimers, the censor certificate slate, final background score, sound mix and accessibility features like closed captions and audio description.

The CBFC has also made it clear that only the certified version of a film can be shown in theatres.

2. Title Is Not Final Until Certified

A film’s title, including the one used in trailers, teasers and promos, will not be treated as approved just because it was submitted to the CBFC. The title can still be reviewed and changed by the examining or revising committee.

The board has advised producers not to publicise or commit to a title as final before certification.

3. No Work-in-Progress Prints

Applications with incomplete prints, temporary graphics, scratch or temp scores, or missing accessibility elements may be treated as non-compliant. That could lead to delays, the application being returned, or even rejection.

An application will be counted as complete only after all documents and formalities are in place, and it will be placed in the queue from that date.

4. Release Date Is Not a Reason to Rush

This is the biggest point in the advisory. The CBFC said a film’s proposed or announced release date, or a trailer or teaser launch date, will NOT be considered while processing applications.

Certification will follow the due process and timelines under the Act and Rules, no matter what release date the producer has fixed or announced. The board said it will not be responsible for any pressure caused by “self-imposed release schedules”.

5. Plan Ahead

Producers have been advised to apply well in advance of their release dates, keeping in mind the time needed for examination, committee review and any changes the board may ask for.

Why This Matters

Last-minute censor rushes have become common in Indian cinema, especially for big films. Many films reach the CBFC just days before release, sometimes with incomplete work, and clearances often come down to the wire.

This advisory sends a strong signal that the board won’t work under that kind of pressure anymore. Films that don’t plan their censor process in time could now risk missing their release dates.

The Impact on Big Releases

The timing is important, with several big films lined up for Diwali, Sankranti and the months ahead. Producers will now need to lock their final cut, music and graphics much earlier than before.

For films that often finish post-production close to release, especially big-budget, VFX-heavy projects, this could mean a big change in how they plan their schedules.
